spitting on cars

is it illegal to spit on cars? My neighbor does this and he lives in our apartment building. We spoke to our landlord and local law officials about it. The police said there wasn't much they could do about it.

I am assuming that the neighbor spits on co-tenants cars. This noxious habit, I am again assuming, is based on some belief of his that you are parking in "his" space, or some equally silly concept.

I would write a written complaint to your landlord as step one. This would put him on notice.

You can yourself seek issuance of a criminal complaint for vandalism or some such (if it is such), but the local district court's clerk magistrate will try to settle things even if the matter -is- criminal. I would be willing to bet that SOME law is being broken, but you really probably need more than this to get serious action.

If the spitter carries a seriously infectious disease, and he or she is spitting on door handles and such, there is some precedent for considering that a form of assault and battery. Again, this is likely a long shot.
