Legal Question in Landlord & Tenant Law in Massachusetts

My tenant of 1 year has a small dog that whe keeps on a leach & cleans up after. The condo association just distributed a notice stating that renters can't have dogs and I will be fined if they don't get rid of it--can they do that after tolerating it for a year? I'm sure other renters are abusing or ignoring the leash law and not picking up after their pets which prompted the notice.

Please advise

The Condo regulations rule, and one wants to challenge them, the Court is one option, or seeking a modification of the rules is the other.
