Tenant's Home Business

I remember reading something before about a tenant not being able to run a business through his apartment. Is this a law?

A tenant may run a business in a home if the property is appropriately zoned, and if the landlord agrees. If the public is invited, the landlord would do well to mandate insurance by the tenant.

This is a very fact-driven question, however. What kind of business is involved? What risks are inherent to it? What kind of premises are involved, a large complex or a two-family? Is the use appropriate for the neighborhood, as well as within zoning? Are any special licenses needed?
