If LL fabricated an excuse, ask police to force tenant out in order to hold TT's deposit and rent, can tenant sue LL in small court to get the rent back?

The simple answer is "Yes".
But you should consult an attorney, because if the facts are as you state, and it can be proven that the landlord violated the security deposit law, you may be entitled to recover double or triple your damages plus your attorney's fees.

Just because you have been evicted does not mean the landlord is entitled to keep your security deposit and last month's rent payment.
The first step is always to demand your security deposit and rental payment in writing, sent certified mail, return receipt requested.
In the event that your landlord did not handle your security deposit properly, the court can award you damages in excess of your original deposit.
