Violation

The tenants have moved out all belongings two months before end of lease without notice. On insection of apartment we found broken items and the heat turned on high which we pay for. Do we have to wait till the rent is due to change the locks on the apartment or can we change the locks now and take the apartment back?

If you are sure they have abandoned the apartment, you may change the locks and regain your property. You should try sending them a letter first, by both certified and regular first-class mail, marking "address service requested" on the envelope. If they are having their mail forwarded, you will get the new address, and if both come back undeliverable, you will have some proof they have gone.
