Who can issue a subpoena?

Who issues a subpoena to the person it applies to? Can the opposing lawyer subpoena you? Is it always a sheriff(sheriff's deputy, etc.)? Can it be faxed/mailed? Can anyone get one for any reason, or does the person issuing subpoena have to provide proof that it is necessary to subpoena someone first? Can a subpoena be appealed?

It depends. If issued at beginning of a court case and attaches the complaint, it must be served by Sherrif or any person 18 or over who is not interested in case. If for a deposition, attorney for party can issue.
