Legal Question in Personal Injury in Massachusetts

No contact accident

I recently had an accident in Massachusetts. There was no contact between the vehicles and yet I was found in fault of the accident. It was more like a fender bender and the girl did not have any injuries whatsoever and yet the medical bill somehow came up to $17,000. She is planning to sue me know for pain and suffering and I was wondering if anyone knows what would be a reasonable settlement offer for pain and suffering that the judge would approve. Also, How do insurance companies determine the fault percentage in a situation like that when there's no contact between the vehicles?

Insurance companies are reflexive about fault, and you can challenge such a determination. An accident can occur if one's negligent conduct caused another person some injury.
