Legal Question in Personal Injury in Massachusetts

I am a member of the Guardian Angels. (guardianangels.org) I am told by members of my community that the city despite their willingness to accept our exisitence, would be liable if i was killed in action doing what GA do on the streets. How is this possible, we have our own Liability Ins.I have my own insurance as well. Is there a presedence for this? I am located in massachusetts.

Insurance does not prevent anyone from suing everyone that could potentially be liable, it only provides for defense of covered liabilities.
