55% of Condo owners in MA petitoned the Trustees for a special meeting to discuss finances and planning of deck replacements. Trustees called the meeting but ruled out putting deck replacements on the agenda. Condo docs state that unit owners 33% in percentage ownership can call for a special meeting. Are Trustees acting within the law?

Without actually reading the Condo Documents I cannot be completely sure of my answer, but based upon what you have said, the Trustees did violate the terms of the Condo Documents. If 55%of the owners asked for a special meeting to discuss finances and the replacement of decks in their petition, then they have breached their obligation unless they want to have two separate meetings one for finance and one to discuss deck replacements.
