4 out of 5 owners in a condo building want to replace a 30-year old leaking roof. What can be done about the 1 unit that won't comply with everyone else?

Look at your master deed and Condo Documents. If the only way to fix the roof at this point in time, it would not be considered an improvement but a necessary repair. You should contact an attorney for assistance in handling the matter.
