Can anyone be on the board of trustees

My father in law owns my condo but we live here and pay the fees etc. Can i be on the board of trustees if i am not legal owner.

I would have to read the association rules, but if your father-in-law designates you as the owner's representative you may be eligible to be a Trustee. Most Associations require the Trustee's to be owners, however, some associations recognize an owner's representate as being able to serve as a Trustee, therefore depending upon the Association rules you may be able to qualify as a Trustee.
