Border dispute
I have been using a small piece of a neighbors land for some 17 years to direct water runoff from his property through mine, with his knowledge. He know tells me to stop using the land and stay off . Can he do that?

It is indeed a border dispute. Using some one's land with his knowledge and consent is not rare. The person whose land you are using can ask you to stop using their land. While there are some remedies, such as having acquired a license or easement, it does not sound like adverse position. For an action in adverse possession, the time of use, one element, is 20 years.
