Cleaning Charges
I lived at my apartment for 3 years. It has white walls and white carpet. When I moved out I asked them if they needed to the check my place for damage. They said no, as long as there are no holes or tears in the rug, you're OK. A few weeks later I get a bill for 428.00 for cleaning charges. They charged me 30.00 and hour for cleaning. Is this legal, seeing how they never inspected my palce with me signing off on it? I feel the place was clean, and it was left with normar after 3 years of living. I could've cleaned it better if they inspected it in the first place.

You were entitled to have the landlord walk through the apartment and for him to advise you about what he views as problems. Usually the lease outlines what is required of the parties. You can send him a letter of demand pursuant to chapter 93A, and then file a complaint in court.

You were entitled to have the landord walk through and point out things that needed to be cleaned, removed or repaired.
Generally, cleaning charges are not permitted unless there is something significantly wrong, mountains of trash, soiled carpeting beyond normal wear and tear etc.
You can send him a 93A demand letter for return of the money.
