Legal Question in Real Estate Law in Massachusetts

There is a developer that is proposing to build a new house next to my land and the town conservation land. I found out at a town meeting that the developer is "Form A"ing the lot. I'm not sure what that means, but apparently by "Form A"ing the lot he can BYPASS the Zoning and Planning boards. Is there a way to challenge a "Form A" lot? Thanks
