easments

do I have any leagal rights to put a speed bump on an easment after one of my neighbors killed my dog speeding through it

The easement, if it is one for access, does not limit your control of the property that you own so long as you do not take steps to preclude access. To give you a more specific answer, I would need to see the easement.

Several things: First, It appears that you can do this, as long as it does not overly "burden" the easement, which I think it would not. If you are building the speed bump yourself, (or even if you hire somone) take care to see if there are any town regulations about its height, safety, and materials requirements. Also, I'm sure you have to give warning to travelers that it is there, so they don't injure themselves when they travel over it.

Without reading the easement it is impossible to give a definitive answer. However, assuming the easement is over your property you may be able to put in safety devices to protect you, your family and your pets as long as you are not defeating the rights of access to the other party.
