in the state of Massachusetts, can the holder of a 2nd mortgage file foreclosure on a property for which they do not hold the first mortgage?

Yes you can start a foreclosure, as long as the 1st mtg holder is notified as part of the foreclosure action.

Yes, however it may result in the first Mortgagee starting foreclosure action of its own.
