Legal Question in Real Estate Law in Massachusetts

I have a home in massachusetts. Most of the land is wetlands and there is also a state easement running through the property.

Question 1 Should I have to pay full price for all the land including what I can't use

2,. My house is new so they are billing my land at a different rate that older homes land ( not the house the land)

Have the property appraised and contest the valuation.
