Legal Question in Real Estate Law in Massachusetts

I am house hunting and have found a great house, i am being told it needs to be reforeclosed on before they will look at any offers. What does this mean? This is the second house i have heard this about?

It means there was a deficiency in the first foreclosure, so the process needs to be done again.
