Housing Lottery

me and my husband entered into a housing lottery for low income households and under this lottery whoever became the winner the mortgage would be based on there income and there was also an understanding that there was a house available well me and my husband ended up winning this lottery and after trying to make several attempts to sign the closing papers we were informed that the couple that put up the house dedcided to back out but they did this after they found out we were the winners and my husband was a hispanic male in a wheelchair i was woundering if we had a case and if they could legally do this

Who put on this lottery ? What did the paperwork say ? Who notified you that you won ? What actions did others take to develop the "understandings" you refer to ? These questions will clear up the question - do you have a claim. Finally check the paperwork about time deadlines for objecting to decisions. At some point it will be too late - from what you offer, I can't say when.
