Legal Question in Real Estate Law in Massachusetts

I am interested in knowing if there is a statute of limitations when it comes to a bill that a City assesses that is not taxes or a tax bill. For example: Is there is a statute of limitations on demolition by the City. They put a fence around my property 20 years ago, could they legally pursue that in terms of collecting or does the statute of limitations kick in.

Usually a city puts a lien on the property and that travels with the property.

You could argue that the lien is dissolved due to the city's failure to pursue and perfect the lien.
