Landlords rights to keep common area door unlocked

What number of apartments in an apartment house would require a front entrance common door to be locked?

I believe without looking up the law that the answer is 3 units, under the State Sanitary Code.

I got that opinion from a well-respected landlord/tenant lawyer prominent in the Boston area, Atty. A. Joseph Ross. (I'm in Newton.) He wasn't 100% certain and he didn't look it up, but his vague and offhand recollections have been pretty accurate in the past.
