Leaking Oil Tank Removal

i have just signed a p&s to buy a property. i signed this at the deadline without being presented a disclosure form.

there is an old outside leaking oil tank that i have asked to be removed correctly. i have heard that this might not be done with permits that are required. if i closed on the house without this being done will i be held responible for the possible clean up and removal as the new owner? do i have to make sure this is done correctly before i close?
