When you have a lease agreement which states that you do not pay gas, can a landord suddenly give you a gas bill, when you don't even have any control device in the apartment? It came in the mail with a letter stating you must pay the gas from this bill on.

If it is a residential property, the landlord pays all utilities unless there is a written agreement for the tenant to pay utilities.

Mr. Pransky is absolutely correct. Moreover, you should not be responsible for utilities unless they are separately metered.
