Is it legal for a town to say you are not allowed to have anyone living in your home that is not family?

The question is a little vague, but if it is your privately owned property, generally, you decide who can live there. If the use of the property expands beyond single residential, it may be regulated by applicable zoning and Board of Health rules. Moreover, if there is a commercial element (rent) involved, it may be subject to further zoning/licensing/fire and building code requirements.
