Neighbor's trees

My property is surrounded by trees, yet I have none im my yard. Branches are growing over & into my house.The owners, not the residents, have complained about dumping branches that fall, or I have to cut down, back over the fence into their yard. There is a large amount of trash already in their yard, and they will not do anything about pruning or trimming these trees. Who is responsible for maintaining these trees and if I have to am I responsible for the removal of the debris as well ?

Nobody has the obligation to trim the tree. The owner may trim the tree. You have the right to trim any portion of the tree that extends into the airspace over your yard. However, you don't have the right to dump branches or leaves on the other person's property. If you trim the tree because you own the airspace, you own what you trim.
