can a paved driveway be constructed over a municipal drainage easement

A drainage easement does not prohibit the owner of the property from paving a driveway. However, if there is a problem with the easement, the party who has the benefit of the easement can rip up the pavement to get access to the drainage easement system and make repairs or even just inspect. They don't pay damages to the other party for destroying the driveway.
