who is responsible for paying the water bill in a home being rented by a tenant?

Unless there's a written agreement to the contrary, the landlord is responsible for ALL "utilities".

But a water bill is more like a tax bill, and,

even more so, the responsibility of the landlord in almost all cases.

If the water bill isn't paid, what happens? They don't turn off the water! They put a lien on the house, I believe. Anyway, it is the landlord's responsibility.

If you are a tenant, don't even suggest to the landlord that he can have you sign an agreement to pay it, and if you're a landlord, you may want to do just that (with legal advice).
