Does a person have to currently be a military service member to qualify for protection against foreclosure/eviction? Exactly what are the benefits in relation to foreclosure that a person who has served in the military can access?

Yes. The protection of the Soldier and Sailors act relates to those who are currently serving in the armed forces.

If you are facing foreclosure and have any equity in your home you should consult with an attorney about filing a chpt 13 bankruptcy to protect your equity by being able to sell your home.
