If a person doesn't vote, is it considered a yes or no when counting the votes

Neither, they have abstained. If you have 5 people and 2 vote yes and 1 votes no and two attend and do not vote, the vote fails for not getting 3 of 5 votes needed.

Whether someone votes or not, you need at least a majority of those who attend a meeting (assuming a quorum) to pass a vote. If you do not have a quorum, then there is no vote to be taken but to adjourn a meeting. I assume you are asking about votes of a Condo Board or Condo unit owners.
