I provided my HOA with a 20 page questionnaire regarding issues and concerns pertaining to the property. They are refusing to fill out my questionnaire but opted for a meeting instead. I spent a great deal of time composing this document and I would like them to take the time to fill it out and return it to me which I even provided a self addressed stamped envelope. Prior to me sending this two Trustees had showed up at my door unannounced to confront me. They told me to ask them any questions I had but not wanting to go down the list of 20 plus questions at my front door I provided them with a document instead that they are now refusing to fill out and return to.
Can they refuse to do fill out my questionnaire?

You have no right to compel the Home Owners Association to do anything unless it is stated in the Association documents. If you read the documents you should find out if you have the right to compel them to answer questions in writing. I suspect that this is not required in the documents as it would be an unfair burden on the association.
Review your HOA documents and by-laws. Generally, you cannot compel a person or organization to answer questions unless there is a pending lawsuit.
