If a seller listed their property for $299,900.00 on the market with MLS, and I offered $300,000.00 with no other higher offers, do they have to sell?

Functionally, if you made an offer properly, with a properly signed form, in essence you have accepted the offer. You have grounds for attempting to file an action or to proceed to enforce this agreement.
