What does it mean when the you receive a notice of Levy from the department of the Treasury?

It means that the treasury department has frozen an asset. The notice of seizure has full instructions on what you have to do. If you fail to follow these instructions you could be personally liable to the treasury. You could also face criminal charges if you fail to obey the instructions.
