revoking town's right of way

I live on a private road, owned by our neightbors and us. The town has a right of way on the road to the sand pits behind our properties. The sand trucks spill sand all over our property, killing plants, and driving too fast, and they refuse to maintain or clean the road. My daughter was just diagnosed with athsma, and the constant dust is aggravating her condition. There are only two homes on the road, and our neighbors also would like the right of way revoked due to respiratory problems. What can we do?

I doubt that you can get it revoked, but you may be able to sue for the damages.
