stone wall bordering private road

Is it legal to put a 4 ft. stone wall along the very edge of an unaccepted town dirt road leaving an appr. 12 ft. width to travel through or does there need to be a setback and approval from the zoning board? This road is maintained by the town (grading & plowing for emergency vehicles.) thank you

You need to comply with town set back requirements. Moreover although the road may be on 12 ft wide now, the Town right of way may be substantially greater.
