Legal Question in Real Estate Law in Massachusetts

I just submitted an offer on a bank owned property to the listing agent via my buyers agent (who are in the same office) They wanted offers back in 48 hours and proof of funds. They had 15 offers. My late minute offer had no set dollar amount but read as follows: I will pay $1000. over the highest written bonafide offer up to a maximum of $101,000. Is this a valid offer the selling agent would be obligated to submit ?

Agents and Brokers do not enjoy the luxury in Massachusetts to determine which offers they will or will not submit. They are obligated to promptly submit ALL offers. Although it is almost for certain that these agents will feel (and perhaps verbally express) a certain amount of ill ease at the wording of this offer, they must still submit it.
