What can I do if my tenant doesn't want me to put his heat on?

I don't want my pipes to freeze.

I doubt that your tenant while living there will allow the temperature to go so low that the pipes will freeze. The answer is that if you have a lease you should review it to see if the lease establshes a duty for the tenant to heat the property, maintain it, or prevent waste of the property. If it does, failure to adequately heat is grounds for an eviction. IF the tenant doesn't heat the apartment and there is a real danger of frozen pipes, you can go to court for an emergency order compelling the tenant to turn the heat on.
