tennant taking advantage of an elderly landlord

My mother is recently widowed and retired living on a fixed income . She inherited a comercial building from my father . One of the tenants owes her 12 months back rent . The lease expired 12 months ago the tenant has been promising to pay each month and never does . This tennent owns comercial realestate as well as three retail businesses so it is not a money issue . The tenant has promised to pay the full amount by the end of April . What is the best way to collect and evict a tenant at will . The Total dollar amount owed is 15,000. Is this a criminal offense ? Can we sue for damages ....?

You need to hire a lawyer to help you with this. By the very questions that you ask it is apparent that you need help. The best way to collect is to file a summary process action to evict the tenant. There is nothing criminal in what has been done.
