utility bills
I moved out of my apt a month after living there. I have not been able to find a new roommate to replace me and the ex roommate. She became hostile over the next couple of months. And now wants me to pay the utility bill for the whole time I have not lived there. Do I have any rights? .

Your rights are as stated in the lease and any written agreement between you and the other "roommate(s)".
You should retain an attorney to negotiate a release of your obligations under any agreements you have signed. Good Luck!

Assuming that you are on the lease, either your landlord or your co-tenant have the right to seek rent from you.
Whether you should have to pay for utilities that you didn't use is more doubtful.
You might want to sit down with an attorney to review your lease and evaluate your situation.
