Waht is my legal recource pertaining to fire laws

My neighbor, on a shared property refuses to clean his chimney/stove pipes. after almost lighting his property on fire, can I force him to maintain his home, or do I wait until he burns us all down?

I think you can call the fire chief or the city to report the hazard; they should be able to demand an inspection and order him to do a cleaning. I'm not sure of the procedure, but I think you can even do it anonymously, although it's probably too late for that, isn't it?
