water on my back yard

i just got a house and in the spring i have 6to 8inches of water on my back yard.theres a brook on my neighers yard and the water in the spring runs through my yard.when i got the house no one said anything about the water.this is been going on for years.so what can i do

1. Build in a drainage system to get the water out, to a storm drain if you have one on your street.

2. Sue the seller and two brokers. Use an attorney to pay for the work in #1 plus any flood damage that you've suffered.
