Legal Question in Real Estate Law in Massachusetts

Wha to do: I know someone who just bought a house in Scituate, MA and he can't find any insurance companies willing to provide home owner's insurance b/c of the proximity of the house to the water. The house is not on the water, but near it...maybe the insurance companies deem it too high a risk? Any input to a resolution is greatly appreciated.
