Legal Question in Tax Law in Massachusetts

I have a payment plan with the IRS for taxes for a closed business. The plan was up for review. I submitted all of my financial info. I received a call from an agent questioning the high health care costs. I explained I had a high deductible and an on going health issue. He asked what the health issue was. I asked if I had to answer that. He said if I didn't they would want all of my health records. I ended up having to disclose that I have hiv. Was this legal?

I am sorry for what happened to you. The IRS employee was wrong, and completely out of bounds. A print out of your medical out of pocket expenses should have been more than enough for the IRS to approve your payment plan. You should definetely write an official letter of complaint to the IRS, and consider writing one as well to the IRS/Treasury Department Inspector General.
