taxes and lottery winnings

If I have been paying the IRS weekly by wage attachment and I still have a balance (2300.) and I win $4000. will they lottery take it for the IRS EVEN if I have been paying and have a payment plan in place and never have missed a payment? I know they will tax the $4000 upfront, but will they take the rest too?

Assuming you have a payment plan and there are no liens filed with the state, they should not take your $4,000.00. You should pay whatever tax you might owe on the $4,000 as the withholding may not be sufficient.
