Unpaid back taxes
I owe the state of mass. And
the irs unpaid taxes filed for
back in 1999-2002 is there a
statue of limitations for them
to collect?

Yes. You can paid the unpaid back taxes and there's provision to get some deductions on the same.

As long as the returns have been FILED, the IRS statute of limitations to initiate collection proceedings is 10 years. I am unsure about the Massachusetts SOL.
