Right of Way?

There are 3 vehicles at a 4 way intersection that is controlled by 2 stop signs. 1 vehicle is facing east, 2 are facing west. The first westbound and the eastbound vehicles are taking lefts. The 2nd westbound is taking a right. Both vehicles take their respective lefts at the same time. the vehicle that's taking a right pulls up to and through the stop sign and hits the westbound vehicle towards the rear of the vehicle. who is at fault in the accident?

Were blinkers used? Such would affect the answer.
