Legal Question in Traffic Law in Massachusetts

Hello:

I was driving a rental car on a Massachusetts highway with the posted speed limit of 65 miles per hour. I should admit I am not very good at converting mile to km so I was just following the traffic for the most part. There was a police vehicle in front of me with no sirens on and I was following this vehicle for a while. At some point the police officer changed his lane, slowed down and merged onto my lane behind me. He then signaled me to stop and told me that I was over-speeding because he was driving at 80 miles per hour. I told him that I was just following the traffic. Nevertheless he gave me a ticket for $125.

I wonder

1) if a police officer can drive a police vehicle over the speed limits when the sirens are not on and

2) if he legally and accurately estimate my speed given the above circumstances
