Legal Question in Traffic Law in Massachusetts
Since a speeding ticket is a summons to court, not a charge, and the officer has no reason for civil action since he hasn't been harmed, then how are traffic court proceedings legal without a charge from the attorney general?

A speeding ticket is not a summons to court it is a notice to the operator of a m/v violation and will have a fine amount to pay. You may requests a clerks hearing to appeal the citation and then appeal the clerks decision to the judge. However, some citations may include criminal offenses along with a speeding violation-in that case all charges are included in the first court apperance simply for procedure.
