My brother recently passed away am i required to pay his excise tax. I am thinking about reg his old car.

I'm sorry to hear that you have lost your brother.

If your brother had a will, you should probate the will in the probate and family court. You (or some other relative) should be appointed as executor (if he had a will) or administrator (if he did not have a will) in order to organize, manage, and distribute the estate.
