why would my brother of 4 siblings want to be the sole administrator of my moms estate with no will she has passed

Other than convenience for him, there is no reason to have him as sole Administrator. If you are concerned about his being the sole administrator, you do not have to consent to his appointment and instead object to his appointment and seek one or more of your siblings to be administrator.
