how difficult would it be to have removed an administrator of a minors estate if he just filed chapter 13 on his own personal finances

It would depend on the reason for the Chpt 13. But it would make easier than had he not filed Chpt 13. Is the minor or his trust a creditor to the Debtor who filed the Chapter 13.

I suggest you take all the information to an attorney and have him review it for you.

Is this person an administrator or a guardian? It would be easier if you were talking about a guardian, who is in charge of a living child's finances rather than one who is entrusted to administer a deceased minor's estate.

I agree with Atty Roth that you need to know why the person has filed. I also agree that you should discuss all aspects of this case with an attorney to see what if anything you can do.
